Germany and Spain iGaming Markets in Focus: Conference Lineups and Regulatory Shifts
2026-07-13
Two separate iGaming updates cover the 2026 Gaming in Germany Conference with a strong speaker lineup focused on treaty evaluation and market re-regulation, and Spanish regulatory developments including a public consultation on remote gambling amendments and cross-operator deposit limits that could reduce onshore spend by €300 million annually.
Two distinct industry updates from Focus Gaming News highlight ongoing developments in regulated iGaming, with the Gaming in Germany Conference announcing its 2026 speaker roster and a separate Gaming in Spain webinar detailing potential changes to Spanish gambling law and market dynamics.
Gaming in Germany Conference 2026
The 2026 edition of the annual Gaming in Germany Conference is scheduled for November 10, 2026, at the DoubleTree Hilton Ku’damm in Berlin. Organisers have confirmed an initial slate of speakers that includes Dr Damir Boehm (CEO, Tipwin), Dr Christian Piska (Professor, University of Vienna), Dr Joerg Hofmann (Melchers Law Firm), Mathias Dahms (President, DSWV), and Birgitte Sand (CEO, Birgitte Sand & Associates), among others. A senior representative from the GGL (Gemeinsame Glücksspielbehörde der Länder) will also take part. Sessions will address the ongoing evaluation of the 2021 State Gambling Treaty, the permissibility of prediction betting and eSports betting, the future of remaining gambling monopolies in Germany and Austria, and strategies to counter offshore offerings. Registration is now open, and additional speakers plus networking opportunities will be announced later. Founder Willem van Oort stated that the lineup brings together “an impressive amount of expertise,” particularly regarding the GlüStV 2021 evaluation.
Spanish Market Developments
Separately, a recent Gaming in Spain webinar featured Xavi Munoz Bellvehí (ECIJA Barcelona), Camille Gonzálvez (ECIJA), and Josh Hodgson (H2 Gambling Capital) discussing several regulatory shifts in Spain. The DGOJ has launched a public consultation on amendments to the Remote Gambling Act, proposing stricter player ID requirements to combat income tax evasion, a registry for approved B2B software suppliers, and additional advertising restrictions. All would require new primary legislation. Meanwhile, the Spanish government has approved a framework for cross-operator deposit limits, with a six-month testing period beginning September 25, 2025, and full implementation by March 25, 2027. H2 estimates this will lead to a €300 million annual decline in onshore player spend and a drop in market channelisation from 76% to around 71% by 2028. On prediction betting, Camille Gonzálvez noted that existing regulations permit betting on sporting events where players bet against each other with the operator as intermediary, suggesting prediction markets limited to sports or horse racing could fit within the current framework. The DGOJ has also announced enforcement against Polymarket and Kalshi, but there may still be room for licensed operators to offer such products.
The upcoming Gaming in Spain Conference on October 15, 2025 in Madrid will further explore these topics, including the DGOJ’s new problem gambling detection algorithm and cross-operator limits, with confirmed speakers such as Jorge Hinojosa (Jdigital), Patricia Lalanda (Loyra Abogados), and Christian Heins (European Gambling Gathering).
