Loto-Québec

History and Mandate

Loto-Québec was created by the provincial government in 1969 under the Act respecting the Société des loteries du Québec with the primary mandate to regulate and operate lottery and gaming activities, thereby removing gambling from organized crime. Its first draw, Inter Loto, took place on March 14, 1970. Over the decades, the corporation expanded from lotteries into casinos, video lottery terminals, and online gambling, becoming a vertically integrated monopoly within Québec.

Business Model and Revenue

As a state-owned entity, Loto-Québec operates under a strict provincial charter and is governed by an 11-member Board of Directors appointed by the government. Its revenue is derived from multiple streams: casino and gaming hall operations contributed CA$1.301 billion in 2025–2026, lottery games generated CA$995.6 million, and other gaming establishments provided additional income. The corporation has achieved four consecutive years of net income exceeding CA$1.5 billion, making it one of the most financially successful state-run gambling operators in North America.

Products and Platforms

Loto-Québec’s product portfolio is extensive. Lotteries include draw games like Lotto Max, Lotto 6/49, Grande Vie, Banco, and a wide range of instant scratch cards. Casinos – Casino de Montréal, Casino de Charlevoix, Casino du Lac-Leamy, and Casino de Mont-Tremblant – offer table games, slot machines, hotels, and restaurants. Gaming halls in Quebec City and Trois-Rivières combine slots and simulcast betting. Espacejeux is the exclusive regulated online gambling platform for Québec, featuring casino games, poker, and sports betting. Video Lottery Terminals (VLTs) number approximately 12,000 in authorized bars and brasseries. Kinzo halls and a province-wide bingo network round out the physical offerings.

Subsidiaries and Operations

The corporation operates through several wholly owned subsidiaries: Société des casinos du Québec manages the casinos; Société des établissements de jeux du Québec handles VLTs, bingo, and Kinzo halls; Casiloc inc. oversees construction and property management; Lotim Inc. owns the headquarters building; and Technologies Nter develops and manages computer systems. This structure allows Loto-Québec to streamline operations across its diverse gambling activities.

Digital Transformation and Technology

A major strategic focus is digital modernization. In 2025, Loto-Québec selected Scientific Games’ Momentum ecosystem to power its entire retail and online lottery system, replacing legacy infrastructure with cloud-based, scalable technology. This shift aims to enhance player experience and operational efficiency. The corporation has also invested in digital and AI capabilities, as evidenced by the appointment of a Vice-President of Digital and AI, David Saint-Germain, and the involvement of senior digital transformation leaders.

Social Responsibility and Community Impact

Loto-Québec allocates substantial resources to responsible gambling. In 2025–2026, it invested CA$36 million in problem gambling prevention programs and maintains a network of 12,000 VLTs in reduced locations to encourage social interaction. The corporation’s net income is fully reinvested in Québec communities, funding public services and infrastructure. Additionally, its Collection Loto-Québec holds over 4,900 works of contemporary Québécois art, reflecting a commitment to cultural patronage.

Market Position and Recent Developments

Loto-Québec holds a legal monopoly on gambling within Québec, competing only with unregulated offshore operators. Its physical footprint is expanding, with new hotel developments at Casino de Montréal, new gaming halls in Rimouski and Saguenay, and expansion of the Lac-Leamy conference centre.
