Jean‑Luc Moner‑Banet began his career in the lottery sector in 1998 when he joined Loterie Romande. He was responsible for developing Tactilo, the first electronic lottery game in Europe. In 2001 he was promoted to Deputy Director General. While still at Loterie Romande, he earned a Master of Public Administration (MPA) from IDHEAP at the University of Lausanne in 2006. Later that year he briefly served as Director of Development for Europe at GTech before returning to Loterie Romande as Director General (CEO) on January 1, 2007.
Under his leadership, Loterie Romande computerised the PMU romand, introduced electronic lottery games, digitised the company, joined the EuroMillions community, launched an online gaming platform in 2010 and its first smartphone gaming app in 2011, and modernised its sports‑betting offer. He also played a key role in the 2018 overhaul of Switzerland’s gambling legislation.
On the international stage, Moner‑Banet was elected President of the World Lottery Association (WLA) from 2012 to 2018, driving global security and transparency standards. He has held leadership roles at the European Lotteries (EL) since 2009, currently serving as Supervisory Chair of the Sport & Sport Integrity Working Group. In 2019 he became Chair of the WLA Betting Integrity on Sports & Horse Racing Committee (BISHRC). He was a founding father of the European Lottery Monitoring System (ELMS), which evolved into the Global Lottery Monitoring System (GLMS) and later into ULIS. In September 2025 he was elected President of ULIS.
