Gambling Regulatory AuthorityAnne Marie Caulfield is the Chief Executive Officer of the Gambling Regulatory Authority of Ireland (GRAI), the State’s first dedicated gambling regulator established under the Gambling Regulation Act 2024. She leads the authority’s licensing, enforcement, and consumer protection functions, overseeing Ireland’s transition to a fully regulated gambling market.
Caulfield previously served as Director (CEO) of the Residential Tenancies Board (RTB) from 2008 to 2016, where she spearheaded the development of the RTB ESRI Rent Index and oversaw major research publications and ICT projects. Her leadership modernised the RTB’s operations and enhanced data-driven policy insights.
As a Principal Officer in the Department of Public Expenditure and Reform (DPER) from 2006 to 2022, Caulfield worked on EU Cohesion policy negotiations, administered €800 million in Structural Funds, and managed North-South cooperation initiatives including the PEACE Programme and the North-South Ministerial Council. She later led the Capability Review Programme, a key action under the 2030 Civil Service Reform agenda.
Her governance experience includes serving on the Board of Directors of the Heritage Council and on audit, finance, and risk committees of public bodies such as the Heritage Council, the Special EU Programmes Body (SEUPB), and DPER. Caulfield holds a Bachelor of Commerce and an MBA from University College Dublin.
