History and Structure

The Senado de la República Dominicana traces its origins to the first Dominican Constitution of 1844, which established a bicameral Congress. After a period of unicameralism, the Senate was formally reinstated in 1908 to function as the upper house. Its current structure is defined by Title III, Chapter I of the Constitution, which mandates one senator per province and the Distrito Nacional—regardless of population—selected via first-past-the-post voting within a mixed system that allows vote transfers to same-party candidates. Senators serve four-year terms without term limits; candidates must be Dominican citizens, at least 25 years old, and natives of or five-year residents of their district.
