History and Founding

The Alderney Gambling Control Commission was created in May 2000 by the States of Alderney to provide a robust, transparent framework for regulating online gambling. Its legal foundation is the Alderney eGambling Ordinance, which has been updated periodically; the most recent amendment, the Alderney eGambling (Amendment) Ordinance 2025, took effect on 1 January 2026. Licensing Structure

The AGCC issues two primary licence types: Category 1 for operators that directly handle player funds, registration, accounts, and player‑facing gambling services (e.g., online casinos, sportsbooks); and Category 2 for software providers, platform hosts, and other B2B service suppliers that do not manage player accounts. Operators may hold both categories if they provide both back‑end and front‑end services. The application process is structured and documentation‑heavy: it begins with a pre‑application discussion, followed by submission of corporate structure documents, business plans, technical architecture (RNG certificates, hosting, security), compliance policies (KYC, AML, responsible gambling), audited financials, and background checks on directors and shareholders. The AGCC then conducts due diligence, a technical system assessment (often requiring third‑party audits), and a formal review. Successful applicants receive a provisional certificate or full licence, subject to ongoing compliance.

Supervision and Enforcement

Once licensed, operators are subject to both off‑site and on‑site supervision. The Commission’s inspectorate team, led by the Director of Operations, ensures that licence and certificate holders maintain adequate financial and operational controls. The AGCC investigates complaints and enforces compliance standards, with the power to revoke or suspend licences. The Commission’s approach aligns with the highest international standards, and it publishes guidance on best practices, including on cloud services for eGaming companies.

Reputation and Partnerships

The AGCC is regarded as a leading eGambling regulator worldwide. It has a long‑standing partnership with the Alderney eGambling marketing body (alderneygambling.com), which promotes the jurisdiction to operators. The Commission also collaborates internationally; for example, it renewed a Memorandum of Understanding with the Malta Gaming Authority in January 2024, strengthening cooperation between two of the industry’s most respected regulators.

Financial Contribution

In 2023, the Commission provided £2.35 million to the States of Alderney, reflecting a strong rebound in the online gambling sector after a downturn. This financial contribution underscores the importance of the eGambling industry to Alderney’s economy.

Leadership and Governance

The AGCC is governed by a Commission (Chairman and Commissioners) and managed by an Executive Director. There are no CEO, CTO, CCO, or COO titles; the most senior executive role is the Executive Director. The Chairman is Lord Faulkner of Worcester, and the Executive Director is Andrew Gellatly. Other senior leaders include Commissioners Christopher Moger KC and Dr Isabel Picornell, and Director of Operations Gemma Fletcher. The Commission also includes a Deputy Director (Bruce Florance) and an Assistant Director (Ian Haywood) at the operational level, though these are not considered C‑level.
