Formation and Development

Paradise Sega Sammy Co., Ltd. was created in 2014 as a joint venture between Paradise Co. and Sega Sammy Holdings. The project was conceived after the Incheon Free Economic Zone targeted an integrated resort that could draw international visitors into the airport corridor. Construction began in late 2014, and the first phase of Paradise City opened on 20 April 2017, with later phases expanding hotel, food-and-beverage and leisure capacity. Paradise City was South Korea's first foreign-invested integrated resort, making the venture a reference point for later Korean IR proposals.

Casino and Licensing

The company's casino licence is a foreigner-only permit under the Tourism Promotion Act: Korean nationals are barred from the gaming floor, and the operation is structured entirely around inbound visitors. The casino includes table games, electronic gaming machines and high-limit/premium areas. Because the resort is located on Yeongjong Island near Incheon International Airport, the gaming offer is positioned as part of a stopover and aviation-adjacent leisure destination rather than a traditional local casino.

Non-Gaming Product Mix

Non-gaming facilities are central to the business model. Paradise City includes the luxury hotel, the Cimer spa and sauna brand, the Chroma digital-art/experience space, several concept restaurants and bars, and event and convention facilities. The resort's marketing emphasises "art-tainment", pairing media-art installations, K-culture events, nightlife and entertainment in a way that differentiates the property from a pure casino hotel.

Market Position

Paradise City competes with other foreigner-only casinos in Korea and with newer integrated resorts opening in the same Incheon airport catchment, most notably INSPIRE Entertainment Resort. In Asian gaming trade media, Paradise Sega Sammy's performance is often used as a bellwether for the Korean foreigner-only market, since its airport location and large non-gaming component make it sensitive to shifts in international travel and regional tourism.

Ownership and Financial Profile

The joint venture is owned 55% by Paradise Co. and 45% by Sega Sammy Holdings. Paradise Co. consolidates the company in its financial statements, while Sega Sammy Holdings reports its interest as an equity-method associate. The venture was badly disrupted by the COVID-19 pandemic and South Korea's border closures; demand for the foreigner-only casino collapsed before recovering as international travel resumed. Sega Sammy's group-company and investor-relations pages continue to identify Paradise Sega Sammy as part of its network of related companies.

Recent Direction

Public reporting on the company in recent years has focused mainly on the post-pandemic recovery of Paradise City and the competitive build-out of Incheon's airport-corridor resorts. With later projects such as INSPIRE now operating in the same zone, Paradise Sega Sammy has had to defend its first-mover position through further investment in non-gaming attractions, hotel capacity and event programming. The strategic direction under its Korean-Japanese ownership remains tied to increasing inbound tourism into Incheon and positioning Paradise City as a multi-day resort rather than a transit gambling stop.
