National Association of Games and Lotteries (ANJL)

Background and Founding

The National Association of Games and Lotteries (ANJL) was launched in March 2023 in Brazil, at a time when the country was moving toward federal regulation of sports betting and online gaming. The association was formed by a group of licensed operators and industry stakeholders who saw the need for a unified voice to engage with legislators, regulators, and the public.

Mission and Activities

ANJL’s mission is to promote the interests of its members, advocate for a well‑regulated market, combat illegal gambling, and foster responsible gaming. The association’s activities include policy advocacy with the Ministry of Finance and Congress to influence betting regulation, tax policy, and advertising rules; combating illegal operators by working with Anatel and other authorities to block unlicensed betting sites and payment channels; industry collaboration through formalised technical and institutional cooperation agreements with other associations such as the IBJR; public communication through press statements, media interviews, and research to correct misconceptions about the regulated betting sector; and member services providing a platform for licensed operators to share best practices, access regulatory updates, and coordinate collective action.

Key Achievements

In 2024, ANJL met with Anatel president Carlos Baigorri to strengthen cooperation against illegal betting platforms. In 2025, the association supported new advertising rules for betting while calling for stronger enforcement against illegal operators. In 2026, ANJL formalised a cooperation agreement with IBJR signed in Brasília to develop joint actions against illegal market players. The association has been a vocal opponent of proposed bills that would ban betting entirely, arguing that a regulated market is the most effective way to protect consumers and generate tax revenue.

ANJL’s members include a diverse range of licensed operators, technology suppliers, and payment processors active in Brazil. Reception and Impact

ANJL is widely cited in industry media (iGaming Business, iGB, iGaming Brazil, Next.io, Lottery Daily) as the primary trade association for Brazil’s regulated betting and lottery sector. It is recognised for its proactive stance on combating illegal gambling and for its willingness to confront legislative proposals that threaten the regulated market. While the association represents the interests of licensed operators, it also stresses player protection and responsible gaming.
