Wilma T. Eisma, commonly called “Amy,” is a Filipino lawyer and business executive who made history in April 2024 as the first woman appointed President and Chief Operating Officer of the Philippine Amusement and Gaming Corporation (PAGCOR), the state-owned gaming regulator and operator. In this role, she oversees the country’s gambling industry, balancing regulation with the corporation’s own casino operations.

Eisma holds a Bachelor of Science in Commerce, major in Economics, from the University of Santo Tomas (1989) and studied law at Ateneo de Manila University (1992). She began her career as a manager at Philip Morris Philippines Manufacturing Inc., later serving as Corporate Secretary at Science Park of the Philippines, as Head Executive Assistant in the House of Representatives, and as Attorney V at the Subic Bay Metropolitan Authority (SBMA).

From 2017 to 2022, she served as Chairman and Administrator of SBMA, where she led the agency through significant challenges, including the COVID-19 pandemic. Under her leadership, SBMA earned multiple awards; her COVID-19 contingency plans won her a Stevie Award for “Thought Leader of the Year.” After leaving SBMA, she served as a Director at the Development Bank of the Philippines (DBP) and DBP Insurance Brokerage Inc. before joining PAGCOR. She is a member of the Filipina Women Network.
