Toussaint Manga
Director General of Loterie Nationale Sénégalaise (LONASE)
Toussaint Manga (born 7 February 1983 in Ziguinchor, Casamance) is a Senegalese medical doctor, former deputy, and politician who now leads the state‑owned lottery company. He studied veterinary medicine and later specialised in public health and preventive medicine, earning a Diplôme d’Études Spécialisées (DES) in public health in 2023. Before entering politics, he worked as medical chief at the Ngor health centre in Dakar.
Manga began his political activism in the youth wing of the Parti Démocratique Sénégalais (PDS). He served as a deputy in the National Assembly from September 2017 to 2022, replacing Abdoulaye Wade, and later left the PDS in August 2022 to join the PASTEF party in November 2022, where he became fourth deputy secretary general. In July 2023 he was arrested on national‑security charges but was released in February 2024.
In May 2024, Manga was appointed Director General of LONASE. There he has overseen the creation of three new subsidiaries (real estate, financial services, and a call centre), pushed digitalisation, regularised employee contracts, and achieved record dividend payouts—over 1 billion FCFA for 2025—and record tax contributions of 2.1 billion FCFA in a single month from physical gaming.
