Spasoje Papić
Acting Director / Director of the Administration for Games of Chance (Gaming Authority of Montenegro)
Spasoje Papić has served as the Acting Director (later confirmed as Director) of the Administration for Games of Chance (Gaming Authority of Montenegro) since July 2024. In this capacity, he oversees the regulation of all legal games of chance in Montenegro, leads enforcement actions against illegal gambling, and champions responsible gaming initiatives.
Since taking office, Papić has been instrumental in forging cross-sector partnerships to protect minors and promote healthy lifestyles. In May 2025 he signed a memorandum of cooperation with the Ministry of Sport and Youth focused on youth protection and prevention of gambling harm. In March 2025 he formalised a similar agreement with the Montenegrin Olympic Committee to encourage sport and healthy activities as alternatives to gambling.
Papić has also represented Montenegro at international industry events, including the SiGMA World summit in 2026, where he spoke about regulatory best practices. He regularly emphasises education and public awareness as critical tools in combating underage and problem gambling, and his tenure has seen a renewed emphasis on enforcement against unlicensed operators. Before leading the Gaming Authority, Papić held political roles including head of the SNP’s Computing Centre and vice‑president of the Capital City committee, though precise dates for those positions are not publicly available.
