Ronald Benter
Co-Chair & CEO of the Joint Gambling Authority of the German Federal States (GGL)
Ronald Benter is the Co-Chair and Chief Executive of the Gemeinsame Glücksspielbehörde der Länder (GGL), Germany's central gambling regulator established under the 2021 State Treaty on Gambling (GlüNeuRStv). He oversees the licensing and supervision of virtual slot machines, online poker, and sports betting, and leads enforcement against illegal gambling through prohibition orders, payment blocking, and network blocking.
Benter has publicly emphasised the importance of quality over speed in licensing, advocating for thorough regulatory processes to stabilise the German market. He stresses the need for international cooperation to combat illegal gambling and has highlighted the impact of measures such as Google Ads restrictions on reducing black-market visibility.
He regularly speaks at industry conferences, including the Gaming in Germany Conference and the University of Hohenheim Gambling Symposium, and engages with federal and international stakeholders on regulatory reforms. His leadership at GGL marks the centralisation of online gambling regulation in Germany, a role he continues to shape through proactive enforcement and dialogue with the industry.
