
Regis Dudena
Secretary of Economic Reforms at Brazil's Ministry of Finance
Regis Anderson Dudena is a Brazilian lawyer and regulator. He holds a PhD in Law from the Federal University of Minas Gerais (UFMG, in the area of National Financial System and repression of administrative and criminal offences), a Master’s degree in European Legal Practice from the Erasmus Mundus programme (Universities of Hannover and Católica Portuguesa), and a law degree from the University of São Paulo.
He began his career in public and regulatory law as a partner at a law firm focusing on legislative and regulatory advocacy. He served as Legal Superintendent of Desenvolve SP (São Paulo State Development Agency), Legal Adviser to the President of BDMG (Minas Gerais Development Bank), and Legal Manager of ANTF (National Association of Railway Transporters). He was also Special Adviser to the Executive Secretariat and Deputy Head of Legal Affairs at the Civil House of the Presidency of the Republic under the Dilma Rousseff administration.
In April 2024, Dudena was appointed to lead Brazil’s newly created Secretariat of Prizes and Betting (SPA) under the Ministry of Finance. Over the following 22 months, he built the regulatory framework for fixed-odds betting, online gaming, lotteries, and commercial promotions. Under his leadership, Brazil’s regulated market launched in January 2025, licensing 79 operators, blocking over 25,000 illegal websites, and generating approximately R$37 billion in gross gaming revenue (GGR) by year-end, with R$4.5 billion allocated to public health, sport, and tourism. He also oversaw the launch of the Centralized Self-Exclusion Platform.
In January 2026, Dudena was formally appointed Secretary of Economic Reforms at the Ministry of Finance, a role involving broader economic policy reform, including the expansion of the "Desenrola Brasil" debt renegotiation programme. He is also a university professor and a specialist in regulation.
