
Raymond Tam Chi-yuen is a former senior Hong Kong government official who joined the Hong Kong Jockey Club (HKJC) in August 2018 as Executive Director, Corporate Affairs. In this role he oversees public affairs, external affairs and mainland affairs, and serves as a member of the Board of Management reporting to the CEO.
Tam spent 30 years in the Hong Kong civil service, rising to Administrative Officer Staff Grade B. He served as Secretary for Constitutional and Mainland Affairs from 2011 to 2017, overseeing Hong Kong’s constitutional development and relations with mainland China. Prior to that, he was Director of the Chief Executive’s Office (2009–2011) and Under Secretary for Constitutional and Mainland Affairs (2008–2009).
After leaving the government in 2017, Tam became Vice Chairman of New Frontier Health. He has been a Hong Kong Deputy to the 13th National People’s Congress since December 2017, participating in China’s national legislature. He holds a Bachelor of Science degree in Engineering from the University of Hong Kong.
