Lasha Khutsishvili is the Minister of Finance of Georgia, a position he has held since at least November 2022. In this role, he has been the primary architect of sweeping gambling regulations, including raising the minimum gambling age to 25, banning all advertising of gambling, increasing taxes on gross gaming revenue and winnings, and restricting access for socially vulnerable persons and civil servants.
Prior to becoming Minister, he served as Deputy Finance Minister, where as early as 2017 he publicly analysed international online gambling prohibition measures and advocated for evidence‑based regulation rather than blanket bans.
His public statements and policy actions have made him a key figure in the iGaming regulatory landscape, particularly in the CIS region.
