Under Kirkland's leadership, the CGA has been actively involved in legal battles to protect California's licensed cardrooms. Most recently, he applauded a San Francisco Superior Court ruling that invalidated state gambling regulations proposed by the California Attorney General's Bureau of Gambling Control, which would have restricted popular table games like blackjack and baccarat. Kirkland asserted that major changes to California gaming policy must come through the Legislature, not administrative action, and that these regulations were designed to benefit tribal casinos at the expense of local communities and cardroom businesses.
