
Jonathan Marcus
Senior Managing Director and General Counsel at CME Group
Jonathan Marcus currently serves as the Senior Managing Director and General Counsel of CME Group, a position he has held since October 2022. In this role, he is the chief legal advisor for the company, overseeing its compliance, enterprise risk management, legal, and market regulation functions.
Prior to joining CME Group, Marcus was in private practice, most recently as a partner at Reed Smith LLP, where he specialized in derivatives regulation, litigation, and enforcement. He also held senior roles in the Derivatives Group at Skadden, Arps, Slate, Meagher & Flom and in the Appellate and Supreme Court Group at Covington & Burling LLP.
Marcus's extensive public service includes serving as General Counsel of the U.S. Commodity Futures Trading Commission (CFTC) from April 2013 to February 2017. During his tenure at the CFTC, he advised the commission on a broad spectrum of issues, including the implementation of the Dodd-Frank Act and digital asset regulation. Before becoming General Counsel, he was the CFTC's Deputy General Counsel for Litigation from 2011 to 2013, where he defended the agency's Dodd-Frank rules against industry challenges.
Earlier in his career, Marcus served at the U.S. Department of Justice as an Assistant to the Solicitor General from 2004 to 2007, where he argued five cases before the U.S. Supreme Court. He was also an appellate attorney in the Criminal Division from 1998 to 2004. He began his legal career as a law clerk to Judge José A. Cabranes of the U.S. Court of Appeals for the Second Circuit. Marcus earned his bachelor's degree from Yale University and a J.D. from Yale Law School.
