Dr. Wilfred Wong Ying-wai has over 48 years of management experience spanning the Hong Kong government and the private sector. He served the Hong Kong government from 1975 to 1992, rising to Deputy Secretary of Civil Service and Deputy Director-General of Industry. He then led several Hong Kong‑listed property development and construction companies. He was appointed Executive Vice Chairman of Sands China Ltd. in January 2024, having previously served as President and Executive Director since joining the company in 2015.
In public service, Dr. Wong was a member of the Hong Kong Basic Law Consultative Committee, the Preliminary Working Committee and the Preparatory Committee for the Hong Kong Special Administrative Region. He served as a Hong Kong Deputy to the National People's Congress from 1997 to 2012 and chaired the Hong Kong Arts Development Council from 2011 to 2022. He currently chairs the Hong Kong Film Development Council and serves as Vice Chairman of the Hong Kong Culture Commission. The Macao SAR Government appointed him to the Tourism Development Committee.
Dr. Wong's honours include Justice of the Peace (2003), Silver Bauhinia Star (2007), Gold Bauhinia Star (2015), and Grand Bauhinia Medal (2022). He received an honorary Doctor of Humanities degree from Hong Kong Baptist University in 2013. Dr. Wong holds a BSocSc from the University of Hong Kong, an MPA from Harvard University, and has studied at the University of Oxford and the Chinese University of Hong Kong.
