Dharmasri Kumaratunge

Dr. Dharmasri Kumaratunge is a Sri‑Lankan digital transformation and finance executive with decades of experience in central banking, technology policy, and payment systems. He served as an Assistant Governor of the Central Bank of Sri Lanka, where he contributed to financial sector regulation and digital payments. Later he became Secretary to the Ministry of Technology, spearheading the country’s digital economy strategy, including the National Digital Economy Strategy 2030, the Sri Lanka Unique Digital Identity Card (SL‑UDI), and the Government Digital Payment Platform (GovPay).
Currently he is a Consultant at MasterCard, an Independent Non‑Executive Director at Union Bank of Colombo, and—as of June 2025—Chairman of Paymedia, a fintech company. His work has focused on financial inclusion, digital infrastructure, and public‑private collaboration in Sri Lanka’s technology sector.
