Denis Ngabirano

Denis Mudene Ngabirano is the Chief Executive Officer of the National Lotteries and Gaming Regulatory Board (NLGRB) of Uganda, a position he has held since his appointment in 2023. With over 18 years of leadership experience spanning regulatory governance, digital transformation, and information systems, he has overseen wide-ranging reforms since taking office.

Under his leadership, the NLGRB has strengthened corporate governance, advanced technology-driven regulation, enhanced transparency, and prioritised responsible gaming – positioning Uganda as a forward-looking, data-led regulator. Ngabirano is committed to ethical governance, innovation, and regulatory excellence.

In 2025, he received the Rising Star in Responsible Gaming award at the inaugural iGaming AFRIKA Summit Awards in Nairobi, recognising his efforts in strengthening responsible gaming initiatives and regulatory oversight within Uganda’s growing gaming industry.
