David L. Rebuck

David L. Rebuck served as Director of the New Jersey Division of Gaming Enforcement (DGE) for 13 years, from 2011 to 2024, after being appointed by Governor Chris Christie. Prior to that, he spent 23 years as a Deputy Attorney General in the New Jersey Department of Law & Public Safety, where he specialized in policy guidance and regulatory reform.

He played a pivotal role in the legalization and implementation of internet gaming in New Jersey, which launched in November 2013, and was instrumental in the state's efforts to legalize sports betting, culminating in the U.S. Supreme Court's 2018 decision overturning PASPA. He also led the opening of Hard Rock and Ocean Resorts casinos in June 2018. In 2013, he was recognized as Regulator of the Year by the International Masters of Gaming Law.

Rebuck holds a BA from Gettysburg College, a Master's in Higher Education Administration from the University of Vermont, and a law degree from Delaware Law School of Widener University. After retiring from the DGE in 2024, he joined IC360 (Integrity Compliance 360) as a Special Advisor, bringing decades of regulatory expertise to the compliance and integrity technology firm.
