David Casa

David Casa (born 16 November 1968 in Valletta) is a Maltese politician and Member of the European Parliament (MEP) for Malta since July 2004, making him the country's longest-serving MEP. He represents the Nationalist Party (Partit Nazzjonalista) and sits with the European People's Party (EPP). Casa is head of the PN delegation in the European Parliament and has served as a Quaestor. He is known for his work on employment and social affairs, having been EPP Coordinator for the Committee on Employment and Social Affairs (EMPL) and lead negotiator on the Work-Life Balance Directive (2019), the European Social Fund Plus (2021), and the Social Climate Fund (2023). In the gambling context, he has actively opposed EU-level online gaming tax proposals, advocating for member state competence.

Before entering the European Parliament, Casa held various roles in the Maltese government and foreign service. He served as PA to the Deputy Prime Minister and Minister for Foreign Affairs from 1990-1994 and again from 1998-1999, and as Deputy High Commissioner at the Malta High Commission in London from 1995-1996. He was a founding member of the IVA Movement (YES Movement) supporting EU membership from 2000-2003, and served as Interministerial Co-ordinator for European Affairs and Executive Secretary of MEUSAC. He was elected to the European Parliament in 2004 and has been re-elected continuously.
