Clyde Caruana

Clyde Caruana (born 21 February 1985) is a Maltese economist and Labour Party politician. He graduated with a Bachelor of Commerce from the University of Malta in 2002 and later earned a Master’s in Economics from the same university in 2009. Between 2007 and 2012, he worked as a statistician at Malta’s National Statistics Office, and during that period also served as Mayor of Ħaż‑Żabbar (2006–2009).

After leaving the statistics office, he worked as a consultant for the General Workers’ Union (2012–2013). Following the Labour Party’s 2013 electoral victory, Caruana was appointed Chairman of the Employment and Training Corporation (ETC), which later became Jobsplus; he served as Executive Chairman from 2014 to 2018 and remained as Chairperson until October 2020. In January 2020, he became Chief of Staff to Prime Minister Robert Abela.

He was co‑opted into the Maltese Parliament in October 2020 and appointed Minister for Finance and Employment in November 2020, a role he continues to hold. His portfolio includes oversight of Malta’s iGaming industry, which accounts for nearly a tenth of the national economy, and he has publicly warned that the government must act to retain iGaming operators amid grey‑listing concerns. Caruana also lectures in economics at the University of Malta.
