Carlos Antônio Vieira Fernandes is a career employee of Caixa Econômica Federal and an economist. Before becoming the bank’s president in 2023, he served as superintendent of Caixa in the Northeast region, chaired the bank’s pension fund (Funcef), and held high‑level government positions. During President Dilma Rousseff’s first term (2011–2014) he was Executive Secretary of the Ministry of Cities under minister Aguinaldo Ribeiro (PP‑PB). Later, under President Michel Temer, he served as Executive Secretary of the Ministry of National Integration under minister Gilberto Occhi. He also chaired the board of the Brazilian Urban Train Company (CBTU) and held an operational‑director role at BRB Financeira.
A political appointee backed by Arthur Lira (President of the Chamber of Deputies), Fernandes was named president of Caixa in October 2023, formally taking office on November 8, 2023. In this role he oversees both traditional banking and the bank’s lottery and betting operations, recently projecting that the upcoming Caixa bet platform could generate over R$ 2 billion in 2025.
