Carl Brincat

Carl Brincat is a senior legal and regulatory affairs executive in the international iGaming sector, currently serving as Senior Director of Legal & Regulatory Affairs at LeoVegas Group, a subsidiary of MGM Resorts International. He joined LeoVegas in July 2024 as Director of Policy and Regulatory Affairs and was later promoted to his current role, where he oversees the company’s legal strategy, regulatory compliance, and policy engagement across multiple jurisdictions.

Prior to his move to the private sector, Brincat spent over a decade at the Malta Gaming Authority (MGA), the country’s gambling regulator. He served as Chief Executive Officer of the MGA from 2021 to 2024, leading the authority through a period of significant regulatory evolution and international scrutiny. Before becoming CEO, he held the role of Deputy General Counsel, where he was instrumental in shaping enforcement actions and consumer protection frameworks.

Throughout his career, Brincat has been a prominent voice in the iGaming industry, frequently speaking at conferences such as ICE London and SiGMA. His expertise spans regulatory trends, anti-money laundering compliance, and the balance between innovation and player protection.
