Peru's Mature Gaming Market Takes Center Stage at Inaugural LiGA Summit 2026

Peru's fully regulated, competitive gaming market takes the spotlight at LiGA Summit 2026 in Lima this September. Global Business Company CEO Jonathan Felix shares insights on market maturity, regulatory collaboration, and strategies for new entrants in Latin America.

The first LiGA Summit 2026 is set for 17–18 September 2026 in Lima, Peru, at the El Pardo Lima - A DoubleTree by Hilton Hotel, bringing together operators, regulators, suppliers, affiliates, and tech providers from across Latin America. In the lead-up, Eventus International will host a LinkedIn Live webinar on 4 August at 11:00 Peru time (18:00 CEST) to preview the key market shifts and regulatory trends driving Peru’s gaming sector.

A dedicated half-day stream, the Prediction Markets Summit Americas 2026, will run alongside the main event on 18 September, providing a platform for open dialogue on prediction markets, forecasting infrastructure, and event-based products within regulated environments.

Among the exhibitors is Global Business Company de Peru S.A.C., a Lima-based advisory firm with a decade of experience in Latin America. The company offers business development, investment promotion, and project advisory services across gambling, regulatory, financial, and value-added sectors. CEO Jonathan Felix, an international speaker and industry commentator, will take the stage at the summit.

Market Maturity and Regulatory Landscape

Felix describes Peru’s gambling market as fully regulated across all games of chance, including a lottery tradition spanning more than 240 years. “The Peruvian market is 100% regulated across the entire gambling and games of chance sector,” he said, noting that the sector has seen transformative growth over the past two decades, particularly in sports betting and online gaming, creating a large community of players.

Peru is recognized as one of seven attractive markets in the region, alongside Brazil, Mexico, Argentina, Venezuela, Colombia, and Chile. Felix highlighted the country’s “friendly laws and regulations that promote investment and the entry of new stakeholders and investors.” This environment has attracted 49 B2C-licensed companies authorized by MINCETUR for sports betting and online games, 4 B2C-licensed companies for lottery games under the Ministry of Women, and over 600 land-based casinos licensed by MINCETUR, with additional operators preparing to launch.

Challenges for New Entrants and Need for Disruption

Despite the favorable conditions, new operators face stiff competition. Felix advised that success depends on business plans and commercial strategies that are “disruptive and outside the usual format” to overcome entrenched paradigms and capture significant market share in the coming years.

Collaboration between regulators and industry remains a work in progress. Felix observed that regulators are increasingly open to sharing experiences, but concrete actions—such as combating illegal gambling, preventing problem gambling, and adapting to evolving consumer behavior—still lag. “B2B and B2C companies are involved in this task, providing technological and operational services… There is a lot to be done in the region, but there are signs of willingness to strengthen collaboration,” he said.

Strategic Advice for Latin America Entry

For international firms eyeing Latin America, Felix outlined three steps: first, study each market thoroughly to identify opportunities and benchmark existing operators and profitability; second, review the applicable laws and regulations (or their absence); third, define a business plan and commercial strategy tailored to each market’s reality, with calculated risks and a medium- to long-term profitability projection to ensure stable operations.

Looking Ahead to LiGA Summit
