A newly published analysis from Norway’s state-run gambling monopoly Norsk Tipping confirms that tailored telephone outreach can meaningfully reduce harmful gambling behaviour, especially when early warning signs are acted upon. The research draws on account-level data from nearly 4,800 customers who were contacted between 2022 and 2024 under the operator’s duty-of-care programme.

Methodology and Data

To measure impact, the study compared gambling activity during the 12 weeks before and after the initial call attempt for each of the 4,752 individuals. Of those reached, 68.2 per cent answered at least one call, and 57.3 per cent completed a full motivational interview. The analysis tracked multiple metrics, including days gambled, total wagers, net losses, theoretical loss, and number of deposits.

Key Results

Across the board, the data showed consistent declines. The most pronounced drops occurred in days gambled, net losses, and theoretical loss. Customers who finished a conversation demonstrated markedly larger reductions than those who only answered but did not complete. During the calls themselves, 43.7 per cent of participants chose to lower their loss limits, 12.6 per cent opted for self-exclusion, and 0.7 per cent selected a temporary break.

Effectiveness Varies by Risk Profile

Stronger outcomes were seen among players flagged by Norsk Tipping’s risk-assessment tool Spillepuls, which identifies heavy losers in younger demographics, new customers with substantial losses, and those escalating into higher-risk categories. Notably, limit reductions were more frequent among self-referring clients (60.7 per cent) and younger gamblers, and those who adjusted their limits subsequently showed sharper declines than those who did not. In contrast, players with deeply entrenched high-risk patterns responded less to a single outreach attempt.

Programme Context and Conclusion

Norsk Tipping has been making these personalized calls since 2015. Interventions are triggered by signals such as significant losses within certain age brackets, high losses among newly registered players, or persistent or recent high-risk status detected by the Playscan monitoring tool. Staff employ a motivational interview approach, making up to three attempts per customer. The study concludes that proactive, early, and risk-tailored outreach can serve as an effective harm-reduction measure within a regulated monopoly framework.
