Cambodian and Victorian Regulators Share Insights on Casino Oversight and Responsible Gambling

The Victorian Gambling and Casino Control Commission (VGCCC) recently hosted a delegation from Cambodia's Commercial Gambling Management Commission (CGMC) as part of a study visit focused on strengthening cooperation on gambling regulation. The exchange covered casino regulation, compliance and enforcement, risk-based regulatory approaches, responsible gambling initiatives, and Victoria's public lotteries licensing framework. Both regulators explored opportunities to continue collaborating on evidence-based oversight.

Visit Highlights Regulatory Exchange

The VGCCC stated that the visit provided an opportunity for "open dialogue and knowledge exchange" to strengthen regulatory capability and support effective, evidence-based gambling regulation. The CGMC's study tour in Australia was aimed at learning from Victorian practices and exchanging experience on gambling oversight. The Victorian regulator thanked the Cambodian delegation and expressed intention to build the relationship further.

Context for Each Regulator

The VGCCC was established in early 2022, replacing the former Victorian Commission for Gambling and Liquor Regulation as Victoria's standalone gambling regulator, following the findings of the 2021 Royal Commission into Crown Melbourne. The commission operates under several Victorian laws and places harm minimisation at the centre of all regulatory activities, including licensing decisions and compliance assessments. It reports to the Victorian Parliament through the Minister for Casino, Gaming and Liquor Regulation.

The CGMC was created under Cambodia's Law on the Management of Commercial Gambling, enacted in 2020, which established a formal licensing and regulatory framework for the casino sector. The commission develops gambling policies, issues regulations and licences, and oversees operations. In recent years, the CGMC has indicated it intends to strengthen oversight of the casino industry amid international pressure and reported links between some licensed properties and online scam operations.

The study visit reflects a growing emphasis on international regulatory cooperation, as gambling authorities seek to strengthen governance, share best practices, and address evolving challenges through cross-border engagement. The VGCCC values such opportunities to engage with international counterparts and to support knowledge exchange, continuous improvement, and effective regulation.
