Brazil's Regulated Betting Market Deemed a 'Success' by SPA Official

Brazil's Secretariat of Prizes and Bets (SPA) views the country's newly regulated betting environment as a significant achievement, particularly when contrasted with the previous period of uncontrolled activity. This positive evaluation comes from Carlos Renato Xavier, the deputy secretary of monitoring and supervision of betting at the SPA.

Speaking at the “Future of Betting in Brazil” panel, Xavier reflected on the first full year since regulation was implemented. He emphatically declared this initial phase a complete triumph for the sector. "Regulating the betting sector in Brazil is already proving to be a successful solution when compared to the long period without rules," Xavier stated, emphasizing the benefits of a structured market.

According to Xavier, the regulated framework, characterized by ongoing state engagement and the SPA's dedication to consumer protection, public interest, and the industry's health, effectively mitigates conflicts and prevents issues from escalating due to a lack of oversight. Since the regulatory framework began in 2024, the sub-secretariat has been actively involved in issuing authorizations and formulating sector-specific regulations, marking a period of substantial learning and technical development for the SPA team through engagement with operators and other market participants.

The SPA's approach has involved drawing insights from leading international regulatory models to inform and structure the Brazilian market. Xavier pointed out that the time taken to solidify this framework, while incurring costs, provided a crucial advantage: the opportunity to analyze challenges and shortcomings from other global experiences and integrate robust safeguards into Brazil's system. He highlighted a recent congressional debate involving various government bodies, including the Ministry of Health and consumer defense agencies, as evidence of a broad, coordinated monitoring effort beyond the SPA alone.

A primary challenge for the sector, as noted by Xavier, remains the fight against the illicit market. He revealed that two comprehensive regulations aimed at curbing illegal activities were issued recently. Furthermore, there's a clear institutional alignment across the presidency, the Ministry of Finance, and the Ministry of Justice, signaling a unified focus on combating unauthorized operators. The government maintains its conviction that a combination of regulation, effective oversight, and inter-agency collaboration is fundamental to fostering a responsible, transparent, and sustainable betting market in Brazil.
