Brazilian federal authorities have initiated a significant nationwide effort against unauthorized gambling operations, dubbed Operation Conto da Sorte. This multi-agency crackdown has uncovered an expansive illegal betting network responsible for an estimated financial turnover of BRL 50 billion (approximately $9.7 billion). The government's action signals its first substantial push to curb illicit betting activities, aiming to foster the sustainable growth of the regulated iGaming market within Brazil.
Launched by the Federal Revenue Service in collaboration with various state Public Prosecutors’ offices, the operation on Thursday led to the execution of 14 search and seizure warrants. These warrants were carried out across three states: Pernambuco, Ceará, and São Paulo, with the primary goal of collecting crucial documents and digital evidence, alongside verifying the operational structures of the implicated companies. Furthermore, a judicial order has frozen assets up to BRL 145 million, which may be allocated to compensate for damages incurred by these illicit dealings.
Investigations revealed a complex setup involving 37 companies engaged in gambling, betting, and payment processing. Many of these companies were shell corporations, formally registered under the names of "front men" who lacked the financial capacity to manage such operations. Notably, some of these individuals were even recipients of government emergency aid, while the scheme's true leaders maintained clandestine financial control. Certain businesses identified in the probe had no physical presence, serving purely as conduits for illicit financial transactions.
The scheme facilitated an array of criminal activities, including money laundering, significant tax evasion, and the acquisition of real estate using illicit gains. Investigators also highlighted the failure of these operations to remit net betting revenue, a mandatory obligation under Brazil's regulatory framework. The illegal enterprise gained initial traction through irregular accreditations issued by the LOTSERIDÓ autonomous agency, established by the Bodó City Hall in Rio Grande do Norte. Despite the subsequent closure of LOTSERIDÓ, the involved companies continued their unauthorized operations. This issue escalated to the Supreme Federal Court, which unequivocally affirmed that municipalities do not possess the legal authority to sanction gambling and betting activities.
Minister of Finance Dario Durigan publicly affirmed the government's unwavering stance, stating there is "zero tolerance for illegal bets." He underscored that Operation Conto da Sorte is a direct manifestation of this policy, emphasizing the government's commitment to strengthening partnerships with Public Prosecutor’s offices to intensify enforcement. The Federal Revenue Service has also pledged to persist in its efforts against fraud involving shell companies, tax evasion, and non-compliance with tax obligations.
