The association’s primary goal is the adoption of a “blue‑and‑white combination model” – a licensing system where certain gambling verticals (e.g., sports betting, online casino) are opened to licensed, tax‑paying operators while retaining a state role for other activities. Rahapeliala Ry argues that such a model would strengthen regulatory oversight across the entire online gambling market, reduce the share of unlicensed (grey‑market) gambling by channelling players into regulated offerings, generate tax revenue for Finland and create jobs, and enable authorities to impose stricter responsible‑gaming measures on all operators. It has criticised delays in the reform timeline and called for equal treatment of all licence applicants.
