National Council of Legislators from Gaming States (NCLGS)

History and Founding

NCLGS was established in the mid‑1990s by Steve Geller, a former Florida state senator and long‑time gaming policy expert. The organization grew from the need for state legislators to collaborate on complex regulatory challenges posed by expanding tribal and commercial gaming. Over the years, it has expanded its focus to cover all legalized forms of gambling, including the rapid growth of sports betting and online gaming.

Structure and Committees

The organization's structure revolves around seven standing committees: Casinos, Lotteries, Pari‑Mutuals, Responsible Gaming, Sports Betting, Indian Gaming, and Emerging Forms of Gaming. Each committee is chaired by a sitting state legislator and produces reports, model legislation, and educational materials. Twice a year, NCLGS convenes major conferences—typically a Winter Meeting in January/February and a Summer Meeting in July—attracting hundreds of legislators, regulators, operators, suppliers, and media. These events feature balanced panel discussions that hear both proponents and opponents of gaming issues.

Mission and Neutrality

A distinctive feature is its strict neutrality: NCLGS takes no position on whether gaming should be legalized or expanded. Instead, it focuses on ensuring that when states do legalize gaming, the regulatory framework is sound, transparent, and effective. This approach has earned NCLGS credibility across the political spectrum. The NCLGS Foundation, established as a separate educational arm, conducts research on problem gambling prevalence, economic impacts, and regulatory best practices, and its work is often cited by state legislative committees and media outlets.

Leadership and Operations

NCLGS is governed by a Board of Directors composed of state legislators who serve as President, Vice President, Secretary/Treasurer, and committee chairs. Day‑to‑day management is handled by an Executive Director whose name is not publicly confirmed. Steve Geller remains involved as Founder and General Counsel. The organization does not use traditional corporate titles like CEO or CFO. Funding comes from state membership dues, conference registration fees, and sponsorships from gaming operators, suppliers, and law firms; it does not accept funding that would compromise its neutrality.
