Infopulse Ukraine LLC, now Tietoevry Create Ukraine LLC, was a pioneering Ukrainian IT services company founded in Kyiv in 1991 by Olexiy Sihov and Andriy Anisimov. It grew from a local software house into an international player with over 2,000 professionals across Ukraine, Poland, Bulgaria, Germany, Brazil, and the United States. The company specialized in software R&D, cloud and infrastructure management, cybersecurity, and business process outsourcing, serving clients in automotive, telecom, healthcare, finance, and manufacturing. Its flagship product, PACE Suite, is an advanced application packaging and virtualization tool. After being acquired by Norwegian firm EDB in 2007 and later becoming part of EVRY and Tietoevry, Infopulse operated as a subsidiary until its full integration into the Tietoevry Create business unit in 2025. The legal renaming was completed in May 2025, and its website now redirects to Tietoevry.com. The company was also active in IT education, co-creating BIONIC Hill Innovation Park and BIONIC University in Kyiv.

Detailed Review

History and Founding

Infopulse Ukraine was established in February 1991 in Kyiv by Olexiy Sihov and Andriy Anisimov, making it one of the earliest IT companies in post-Soviet Ukraine. During the 1990s, it focused on software development for public and private sector clients in Eastern Europe. A pivotal moment came in 2007 when a majority stake was acquired by the Norwegian IT company EDB Business Partner ASA. Subsequent Nordic IT mergers folded Infopulse into EVRY and then into Tietoevry following the EVRY–Tieto merger in 2019.

Geographic Expansion and Structure

Over the years, Infopulse expanded its footprint internationally: opening a German subsidiary in 2013, acquiring a delivery company in Varna, Bulgaria in 2015, establishing a French regional branch in 2016, and opening delivery centers in Lviv, Kharkiv, and Odesa in 2017, followed by a Warsaw delivery center in 2018. At integration, the company had five legal entities: Infopulse Ukraine, Infopulse Brazil, Infopulse Poland, Infopulse Bulgaria, and Infopulse Europe GmbH. Its headquarters were in Łódź, Poland, with the primary development center in Kyiv.

Business Model and Services

Infopulse offered a broad portfolio including custom software R&D, quality assurance, enterprise mobile applications, IT infrastructure management and cloud services, SAP/Microsoft/AWS/Oracle implementation and integration, application packaging and virtualization, security consulting, telecom operations, and business process outsourcing. Its proprietary PACE Suite is a comprehensive application lifecycle management tool for creating and editing MSI, MSIX, App-V, and ThinApp packages, automating testing and deployment. The company also held specializations in Microsoft, SAP, ServiceNow, and cybersecurity.

Integration into Tietoevry Create

In 2024, Tietoevry announced a new operating model to unify its global structure under a single brand. Infopulse entities began integrating into Tietoevry Create. Effective May 2025, Infopulse Ukraine and Infopulse Brazil legally changed names to Tietoevry Create Ukraine LLC and Tietoevry Create Brazil Ltda. A single Delivery Center Ukraine was established, combining Tietoevry Create Ukraine and Tieto Ukraine Support Services, led by Oleksandr Kolotynets. The remaining entities (Poland, Bulgaria, Germany) were planned to follow in subsequent months. The Infopulse.com website remained active until July 1, 2025, after which it redirected to Tietoevry.com, and the LinkedIn page transitioned to Tietoevry Create.

Market Position and Legacy

Infopulse was a significant player in the Ukrainian IT outsourcing market, competing with companies like EPAM, SoftServe, and GlobalLogic. It served clients primarily in Europe and North America across automotive, telecom, healthcare, finance, and manufacturing sectors. The company also contributed to IT education, co-creating BIONIC Hill Innovation Park in 2011 and co-launching BIONIC University at the National University of Kyiv-Mohyla Academy in 2012. Its integration into Tietoevry Create marks the end of the Infopulse brand after 34 years of independent operation.
