The Emirate of Ajman is the smallest of the seven emirates that constitute the United Arab Emirates, covering approximately 260 km². Despite its size, it is the fourth most populous emirate, with an estimated 582,852 residents in 2024. The emirate is a semi‑enclave on the Persian Gulf coast, bordered on land by Sharjah, and includes two inland exclaves – Manama and Masfout – which are primarily agricultural. Ajman joined the UAE federation on 2 December 1971. Over the past three decades, Ajman has transformed into an investment‑friendly hub, leveraging its strategic location, a growing free zone, and a streamlined regulatory environment. The economy is diversified, with notable strengths in manufacturing, textiles, and light industry. The emirate is also pursuing an ambitious digital transformation agenda through the Department of Digital Ajman, which has deployed the Ajman One unified government services mobile application, a centralised payment gateway (Ajman Pay), and an integration platform based on IBM Cloud Pak for Integration. Ajman’s 2025 budget of AED 3.7 billion (USD 965 million) prioritises quality of life, public service innovation, and economic development, aligned with the Ajman Vision 2030 strategy. History and Governance
The Al Nuaimi tribe established control over the Ajman area in the early 19th century. Sheikh Rashid I bin Humaid Al Nuaimi is recognised as the founder of the independent sheikhdom. In 1820 the sheikh signed the British‑sponsored General Treaty of Peace, gaining recognition as an independent entity. On 2 December 1971, Ajman joined the United Arab Emirates.
The current ruler, Sheikh Humaid bin Rashid Al Nuaimi III, ascended in 1981. The crown prince, Sheikh Ammar bin Humaid Al Nuaimi, serves as the deputy ruler and oversees many government portfolios. The emirate operates under an Islamic absolute monarchy, with federal oversight from the UAE national government.
Economy and Infrastructure
Ajman’s economy is driven by manufacturing, trade, and services. The Ajman Free Zone, established in the early 1990s, hosts hundreds of companies, particularly in logistics, light assembly, and warehousing. The emirate is also a centre for the textile industry. The Ajman Port supports cargo and fishing activities. Recent budget allocations (2025) focus on 39% for quality of life, 27% for public services and innovation, and 20% for economic development.
Digital Government
In 2017 the emirate created Digital Ajman, a department tasked with unifying government IT systems. Its flagship projects include Ajman One, Ajman Pay, and an integration platform based on IBM Cloud Pak for Integration that connects 160 integration points between local, federal, and private entities, saving over AED 2 million in process costs and eliminating the equivalent of 200 trees’ worth of paper annually.
Environmental and Social Initiatives
Ajman is pursuing sustainability under Vision 2030, including expansion of green spaces, waste‑to‑energy projects, and a paperless government drive.
