The European Regional Development Fund (ERDF) is one of the main financial instruments of the European Union’s cohesion policy. Established in 1975, it is designed to strengthen economic, social and territorial cohesion by correcting imbalances between European regions. Detailed Review

The ERDF was created in 1975 after years of pressure from the United Kingdom and Italy, who sought an EU‑wide mechanism to redistribute resources and offset disparities caused by the Common Agricultural Policy and the EEC budget. The 1973 oil crisis delayed its launch, but it eventually began with a budget of 1.4 billion units of account (equivalent to the euro). Over successive programming periods (1988, 1999, 2007–2013, 2014–2020, and the current 2021–2027), the fund’s rules were standardised and its thematic focus sharpened.

2021–2027 Policy Objectives

The 2021–2027 regulation sets five policy objectives: a more competitive and smarter Europe (innovation, digitisation, SME support); a greener, low‑carbon and resilient Europe (climate‑change mitigation, energy efficiency); a more connected Europe (transport, broadband); a more social Europe (employment, education, skills, healthcare, culture, sustainable tourism); and a Europe closer to citizens (locally‑led development, urban regeneration).

Regional Classification and Thematic Concentration

Regions are classified as more‑developed (GDP per capita >100% of EU average), transition (75–100%), or less‑developed (<75%). Thematic concentration rules require each region to allocate a minimum percentage of its ERDF envelope to objectives 1 and 2 (e.g., at least 85% for more‑developed regions). All regions must also dedicate at least 8% to urban development and 30% of total ERDF spending to climate objectives.

The fund supports investment through grants, financial instruments (loans, guarantees, equity), and public‑private partnerships. It also powers the Interreg programme for cross‑border, transnational, and interregional cooperation.
