The Enugu State Gaming Commission (ESGC), also referred to as the Enugu State Gaming and Lotto Commission, is the statutory regulatory authority for all gaming and lottery activities within Enugu State, Nigeria. Established under the Revised Laws of Enugu State 2004, the Commission is charged with issuing and renewing licenses for gaming and lottery operators, registering agents, conducting monitoring and inspection visits, and enforcing compliance with the state’s gaming regulations. Its mission centres on ensuring integrity, legality, and fairness across the sector while balancing economic growth with consumer protection. Operating as a government agency with an estimated 51–200 employees, the ESGC has evolved from a conventional oversight body into a reform-driven institution. In 2025 it announced sweeping regulatory modernisation, including the lifting of license renewal restrictions, a full digital migration of its licensing and compliance processes, and development of the Enugu State Gaming Regulatory Platform in partnership with Goflux Services Limited. The Commission also hosts the annual Enugu Gaming Conference, a forum for industry stakeholders to discuss innovation, regulation, and market development. By channelling gaming proceeds toward healthcare and education through a charitable trust established under the Enugu State Gaming and Lottery Commission Law 2025, the ESGC positions itself as both a regulator and a driver of socio‑economic development. Its leadership, headed by Executive Secretary/CEO Prince Arinze Arum, continues to align the state’s gaming framework with international standards, making Enugu a progressively attractive destination for licensed gaming investment in West Africa.
